John Lilly
Oregon Department of Lands (Chairperson)

John is currently the Manager of the Asset Management Section within the Land Management Division of the Oregon Department of State Lands. The Asset Manager position is a new one to DSL having been established in 2005 and in this capacity he is responsible for the development and implementation of the Department’s Asset Management Plan.

In addition to 18 years with DSL, John spent 17 years working for the Oregon Parks and Recreation Department in various capacities including managing Oregon’s largest state park, Silver Falls.

John is an Oregon State University graduate with a BS in Forest Management. He lives in Salem with his wife Brenda and has three married children and one grandson.




Tom Schultz
Montana Department of Natural Resources & Conservation

Tom was born in Baltimore, Maryland, and grew up in northern Virginia. He attended the University of Virginia and received a Bachelor’s degree in Government in 1991.

Shortly thereafter, he was commissioned and served in the U.S. Air Force for five years, mostly in Cheyenne, Wyoming. While there, he served as an ICBM Missile Launch Officer and Senior Instructor for the Peacekeeper weapon system. During his tenure in the Air Force he attended the University of Wyoming and received a Master’s degree in Political Science with a natural resource emphasis in 1995. In 1996, he separated from the Air Force and headed to Missoula where he completed a Master’s degree in Forestry in 2005.

Tom joined the department in 1997 as the forest planner, and subsequently served as the Forest Management Bureau Chief, and is currently the Trust Land Management Division Administrator. In his spare time, Tom cares for his three children, coaches soccer, volunteers with Scouts, participates in the Children’s Liturgy at the Cathedral, and bow hunts when permissible with his wife.




Kathy Opp
Deputy Director, Idaho Dept. of Lands

Kathy Opp is the Deputy Director for the Idaho Department of Lands. She is responsible for directing endowment land management operations including Planning, Marketing and Financial Reporting to ensure development, implementation and fiscal responsibility of endowment assets under agency control. Kathy also serves as a member of the executive leadership team helping to guide all aspects of the agency regulatory and endowment functions.

Ms. Opp was born and raised in the San Francisco bay area and relocated to Boise, Idaho in 1984. Over the past 20+ years, she has gained significant experience in state government as a commissioned bank examiner and serving as financial officer for several state agencies, including the Idaho Department of Lands.

Before returning to the Idaho Department of Lands in December 2004, Kathy worked for five years with Boise Cascade Corporation, a Fortune 500 timber and wood products company. She held several positions including Region Accounting Manager, Senior Planning Associate and Business Unit Controller. She managed a number of projects for the Corporation including the successful implementation of accounting and logging management systems for a start-up plywood and veneer mill in Brazil. In her planning role, Kathy developed key financial models used to evaluate acquisition and disposal opportunities and help optimize financial returns of existing manufacturing facilities.

Ms. Opp has played a key role in helping the Idaho State Land Board review the effectiveness of endowment reform enacted in 2000; recommending changes or new policy to improve endowment trust land performance and management. In December 2007, the Land Board finalized and adopted a comprehensive asset management plan for trust lands.

Ms. Opp holds a B.A. in accounting and an M.B.A. from Northwest Nazarene University.
